New report on adult social care improvement programme
Adult social care councils in England have received highly rated improvement support from Partners in Care and Health, a partnership of the LGA and the Association of Directors of Adult Social Services.
The free adult social care improvement programme, funded by government, is the subject of our latest annual report.
As someone deeply embedded in the work of Partners in Care and Health (PCH), I’m proud to share just how far we’ve come in supporting councils to deliver the best possible care for their communities.
The annual report captures a transformational year for adult social care and public health, driven by partnership, insight and innovation.
At the heart of this report is the story of impact.
From April 2024 to June 2025, PCH delivered more than 368 targeted improvement offers, engaged with councils over 1,080 times, and published more than 40 reports, toolkits and briefings – all shaped by a sector-led approach.
The results speak for themselves: 95 per cent satisfaction across our support offers and consistent feedback highlighting how PCH helped local systems plan better, adapt faster and deliver smarter.
What we’ve achieved this year reflects the strength of sector-led improvement.
Our work is built on trust and collaboration, helping councils develop practical solutions grounded in real-life challenges.
We’re proud to showcase this journey, and even prouder of the people behind the progress.
The report illustrates how councils have benefited from targeted support – whether through co-developing workforce strategies, preparing for Care Quality Commission assurance, or embedding digital transformation.
We have seen first-hand how strategic advice, data insights and peer learning have empowered local leaders.
A standout example comes from a London borough we supported to design a cross-sector workforce strategy. As one senior officer told us, it was “the most helpful feedback I’ve received in a long time”.
But we are not stopping here. In fact, we are just getting started.
This November, PCH will be attending the National Children and Adult Services Conference (NCASC 2025) in Bournemouth – the sector’s flagship annual event. For everyone working in social care and children’s services, NCASC is the place to be.
We’re excited to bring our work to life at NCASC 2025. Our team will be at stand F13, showcasing the latest resources, including our annual report, and offering a space to connect with those shaping care on the ground.
We look forward to hearing your insights and discussing how we can support you in the year ahead.
With systemic reform and shifting national priorities on the horizon, this year’s NCASC is expected to be one of the most important yet. PCH is proud to stand alongside colleagues from across the country to shape the future of care – together.
